Google Page Rank is the most over-hyped SEO measuring factor of a website. Still, many people measure the success of a website based on the PR. There are many tools to check the Google Page Rank of a webpage ranging from websites, paid desktop tools, scripts etc .
Most of the times, you might want to check the most highly ranked web pages in your website. If yours is a blog or some big site, you will have some 100s to 1000s of webpages to check the PR. The problem in checking the PR of these many pages is that the free tools available only allow to check the PR of one page at a time and that will be a big time-eater.
Brandon Thomson has developed a web app based on the Google App Engine that enables you to check PR of multiple URLs at a time. The website also allow you to upload a file and spits out the PR of the URLs in the file.So , you can upload the XML sitemap of your website to know the PR of individual URLs of your entire website. The tool, though being offered for free, is very fats in rendering the results and I would like to give out a big Kudos to Thomson for this wonderful tool.

I wouldn't say it is overhyped to check PR. I easily measure the competition of my keywords to see if it is worth building a niche based around the keywords just by looking at the first 4-5 sites. If their pagerank is very high and have fully optimized title tag, then I wouldn't go for those keywords.
I will be using Alexa ranking more than the Google PR to check the keyword competition. And ofcourse, the on-site SEO also matters

PR is just a simple tool to check the stuff even before you go deeper with your research, so it's not the only tool you use, but one of the tools you need to use. Among others i use alexa, keyword research based on google data, and google adplanner.
